Regulators are the "declawed lap cats" of the system and from protected environments. It doesn't matter what they do the strong will always make it through the system. You put unevolved individuals out in the alley with those big, strong, cats, that have been, winning, losing, dying, and evolving, and you know what is going to hqppen. I am not talking about anything illegal- it is just that "The more structured the environment -the weaker the individual." It takes "stress" for the indvidual to develop their "intuitive survival instincts" and "Conscious Evolution". It is the law of nature.
