In the GUTS program, given that most, including me, at the start can't hit the optimal # of reps within the given time allotted, which do you suggest as more beneficial, maximizing reps/time or moving rapidly through the circuit?

For example, if I hit 20 reps as a maximum on the pushups in 30 seconds, should I move on to the situps at the 31 second mark, moving through the circuit quickly, or should I complete the full minute of pushups, completing it in the rest-pause fashion, even at only 4-5 reps at a pop?

I would go for the time as the reps will come.So do the full minute on the push ups.You may get 10 this week,12 next week and so on.
Going for time also conditions the mind not to stop at your previous level of reps.If you have done 10 push ups then as you approach that number you may inhibit yourself by thinking " uh oh I am near my maximum"
